PPOA is pleased to report a legal victory has been secured for members of this Association. After a 5-year legal battle, the Court of Appeal ruled that the County of Los Angeles is obligated to meet and confer with PPOA before moving to outsource work performed by PPOA members to a private security contractor. This case was initiated in May 2021 when “PPOA learned the County intended to contract out to a private company security work previously performed by Sheriff Security Officers at the Hall of Administration.” PPOA asked to meet and confer with the County about this matter, but the County declined…” PPOA then filed an unfair practice charge with the LA County Employee Relations Commission (ERCOM).
After ERCOM recommended a dismissal of PPOA’s unfair practice charge, PPOA filed a verified petition for writ of mandate in superior court in 2023. Following the court’s denial of that petition, PPOA immediately appealed. Ultimately, the trial court’s order was reversed on March 13, 2026 and the superior court was “directed to issue a writ of mandate requiring the County to meet and confer regarding its decision to transfer work from PPOA to a private entity.”
This legal victory is significant in that it rightly protects the terms and conditions of employment for PPOA members, as spelled out in the memorandum of understanding (MOU) negotiated between PPOA and the County.
