PPOA fights department’s attempt to remove supervisory “skill” pay

On Tuesday, July 18, 2017, the Sheriff’s Department notified PPOA that it was their intention to remove the Supervisory Skill Pay Bonus for sergeants who supervise Bonus II deputies. They stated the newly negotiated Supervisory POST bonus exceeded the amount of the Supervisory Skill Pay Bonus and, therefore, in accordance with our 612 MOU, the Supervisory Skill Pay bonus should be withdrawn.

PPOA immediately contacted the CEO’s office with whom we negotiated the POST Bonus. It was never the intent to eliminate other pay incentives and replace them with the POST Bonus. The CEO agreed and instructed the Sheriff’s Department to cease their efforts to remove the Skill Pay Bonus for those PPOA members supervising Bonus II Deputies. To rectify this issue for the future, we will make language changes to the MOU in the upcoming contract negotiations to ensure the MOU is consistent with our negotiations and the intent of negotiated benefits.

“I am deeply disappointed in the Sheriff’s Department for attempting to take away the Skill Bonus,” states PPOA President Brian Moriguchi. “We negotiated the POST Bonus to help create separation between the deputy and sergeant classifications (compaction), not replace other de-compaction efforts.”

PPOA is grateful to the CEOs office for honoring the spirit of our negotiations and for staying true to the intent of the Supervisory POST Bonus. Although we are also grateful to Sheriff Jim McDonnell for his support of the Supervisory POST Bonus following intense negotiations with the County, we have been very frustrated with the inability of the department to complete the process. PPOA has had to fight the Sheriff’s Department every step of the way on this POST Bonus to ensure our members receive their POST Bonus pay on July 30th. We worked directly with the CEO, the Auditor Controller’s Office and LACERA to avoid the delays by the Sheriff’s Department. We believe we have succeeded in our efforts. If anyone believes they qualify for the Supervisory POST Bonus and does not see the 1.5% pay raise in their July 30th paycheck (as well as their 2% COLA raise), please contact Brian Moriguchi directly at bmoriguchi@ppoa.com.

Update for Security Assistants @ TPD/Metro

Written by Jody Clounch (PPOA board member/Sheriff’s Security Officer) As most of you know, Sheriff McDonnell informed PPOA about the “probable curtailment of 106 Security Assistant positions at TPD-Metro” back in September. In a nutshell, Metro wants to eliminate those 106 positions, of which 90 are actually filled by SAs. Naturally, PPOA immediately requested a meeting and within a few days, we sat down with department execs and supervisors from Personnel, Employee Relations and TPD-Metro in an effort to preserve jobs and avoid layoffs.
PPOA received an update from Employee Relations on October 31. That update included the following nine bullet points:
  • First and foremost, management at Metro has not verbally committed to saying whether they will temporarily keep on the SA’s beyond January 1, 2017 date. However, they have indicated they feel confident that they will have a staff in-place and up and running at that time. The Department is going to work on the assumption that all SA’s will be displaced from their assignments at TPD and the Department will continue its reassignment efforts.
  • The Department has identified 22 vacant SA positions department wide.
  • There are currently approximately 17 SA’s in backgrounds for other positions
  • There are 5 SA’s who will be attending either an SO or CA academy classes in the near future.
  • The Department anticipates having to locate positions for 30- 40 SA’s, but believes there are enough positions in other job classifications to accommodate this figure.
  • The current SA seniority list is being distributed to all SA’s for accuracy.
  • In the near future, the Department anticipates conducting a Job Fair, which will include all SA’s Department wide and is projected to take place in early December at the Gateway Office located in the First Interstate building
  • The Department plans to follow guidelines similar to those used in previous job fairs (Mira Loma, PDC-South, etc.) that your Association is familiar with.
  • In order to plan a fair and impartial job fair, the Department will provide your Association (PPOA) with the following:
  1. A seniority list for all SA’s.
  2. A list of all available positions
  3. Dates and times and locations of the job fair 4. And a copy of the letter to be sent to SA’s regarding the need for the Job Fair and guidelines for implementation.
Most importantly, the update from Employee Relations concluded with this line: “As stated since being notified of MTA’s intentions, the Department is fully committed to retaining (and relocating) all personnel working in the SA job classification.”
I’ll share more updates on this as I receive them.

PPOA recently learned that one of our members has been diagnosed with leukemia. Sergeant Jorge Chavez has served with the Los Angeles County Sheriff’s Department for 17 years. He is curently undergoing treatment at the City of Hope and is in need of a lifesaving marrow donor. Naturally, Sergeant Chavez’s situation has led to unexpected expenses and medical costs. 2016 PPOA Board Elections

PPOA members were asked to select only one board member this year, with Unit 621 featuring two custody assistants competing for one seat. In that election, Custody Assistant Rosario “Tony” Coleman was elected by his peers to serve as their representative on the PPOA board of directors. Official ballot count results are below.

Rosario “Tony” Coleman 233 (73.9%)
Danya Hazen 82 (26.0%)

Coleman will be officially sworn in to a two-year term at the January board meeting.

The ballot count was conducted on November 21, 2016 by the firm of Martin and Chapman. Special thanks to the PPOA members on today’s election committee – Ron Curlis, Ben Garcia, Leticia Parra and Kim Shelton-Brink – for volunteering to monitor and verify the ballot count.

Sergeant Al Lopez Dies in Line of Duty 10/24/16

Sergeant Al Lopez

On October 24th, this association was extremely heartbroken to learn that another PPOA member has died in the line of duty. Sergeant Alfonso “Al” Lopez, assigned to Compton Station, had 26 years of dedicated service with the Los Angeles County Sheriff’s Department. He left the station early this morning to provide help in a stolen vehicle pursuit and was involved in a single vehicle traffic collision. Sgt. Lopez was found unconscious and non-responsive in his patrol car. Despite CPR from responding deputies, he could not be revived.

As all of you know, hearts are still very heavy for the LASD family – as Sgt. Lopez is the second department member and PPOA member (Sgt. Steve Owen was killed on Oct. 5th) to die in the line of duty this month. Our thoughts and prayers are with his wife, children and his many colleagues and friends on the department.
