ADDA Statement re: Gascón Appealing Ruling that Voided His Directive Against 3-Strikes Allegations

July 19, 2022 by Greg Torres

A must read from our friends at the Association of Deputy District Attorneys:

July 15, 2022 – Last month, a unanimous Court of Appeals panel reminded George Gascón that “[h]e is an elected official who must comply with the law, not a sovereign with absolute, unreviewable discretion.” He obviously disagrees with that basic premise.

Now he has appealed that ruling because he believes separation of powers is a “dangerous precedent” and because he is convinced that the rule of law doesn’t apply to him.
He demands the unprecedented authority to act as both the executive and the legislative branch. He believes his election is a mandate from the voters that vests him with unlimited power to impose his personal ideology, even when doing so means disregarding the will of the voters, the legislators, and the governor who enacted the three strikes laws.
He insists on treating first time offenders and repeat offenders the same. Yet the “science and data” on which he relies dissolves under basic scrutiny.
The public should recall that he ran on the promise that his policies would deliver safer communities. Now he denies responsibility for the rising crime that is affecting all our communities.

Leadership Update for PPOA Board of Directors

July 19, 2022 by Greg Torres

July 18, 2022 – Following the last regularly scheduled PPOA Board of Directors meeting, President Tab Rhodes offered his resignation as President. While the immediacy of the announcement was unexpected, President Rhodes had been discussing plans for addressing personal health issues for some time.

President Rhodes stated, “on the advice of medical professionals and out of caution regarding personal health concerns, I, Tab J. Rhodes, resign my role as President of the Los Angeles County Professional Peace Officers Association.”

In the interim, and per the PPOA By-Laws, 1st Vice-President Nancy Escobedo will provide leadership and direction pending further strategic discussions within the PPOA Board of Directors as they work to determine next steps.

The PPOA Board of Directors would like to take this opportunity to thank President Rhodes for his leadership and professionalism during his three-year tenure as President. His dedication and strategic expertise, as well as his ability to resolve issues through reason and collaboration will be missed.

June 14, 2022 by Greg Torres

WEHO Times – 6/10/22

https://wehotimes.com/west-hollywood-welcomes-bill-moulder-as-new-weho-sheriffs-captain/

The City of West Hollywood welcomes William (Bill) Moulder as Captain of the West Hollywood Sheriff’s Station of the Los Angeles County Sheriff’s Department. Captain Bill Moulder began his appointment as Captain in late May 2022, following the promotion of former Captain Edward C. Ramirez, who was promoted to Commander within the Los Angeles County Sheriff’s Department earlier this year.

“I want to congratulate Bill Moulder on his appointment to lead the West Hollywood Sheriff’s Station as its new Captain,” said City of West Hollywood Mayor Lauren Meister. “For nearly four years, he has served our community skillfully as the Station Lieutenant and his promotion to Captain is great news. Public safety is our single-most important concern in West Hollywood and Captain Moulder is a law enforcement veteran who is highly respected by our community. He knows West Hollywood and its unique challenges, and I look forward to continuing our work with him in his new leadership role at the Station.”

Captain Moulder has more than 30 years of law enforcement experience, having joined the ranks of the Los Angeles County Sheriff’s Department in 1991. After the Sheriff’s Academy, he worked at Court Services and then in Custody Division at North County Correctional Facility (NCCF). He has worked at Palmdale, Lancaster, and West Hollywood Sheriff’s Stations at a Patrol Deputy. He was a Field Training Officer and Detective at West Hollywood Sheriff’s Station.

Captain Moulder has worked the Sheriff’s Legislative Unit where he ran legislation in Sacramento, and he has worked at Medical Services Bureau, Risk Management Bureau, and Santa Clarita Sheriff’s Station all through several ranks. He was the project manager for the Los Angeles County Sheriff’s Department’s implementation of Assembly Bill 953, the Racial and Identity Profiling Act. His Team created the Sheriff’s Automated Contact Reporting (SACR) system. Captain Moulder has a Bachelor’s Degree in Communication from the University of Southern California.

The City of West Hollywood contracts with the Los Angeles County Sheriff’s Department for law enforcement. The West Hollywood Sheriff’s Station is located at 780 N. San Vicente Boulevard.
